Eligibility Criteria

1. Eligibility:

  • Scientists or Technologists currently employed in:
    • Central Government
    • State Government
    • Universities
    • Recognized research institutions
    • Semi-government, statutory, or autonomous organizations in India or abroad.

2. Qualifications:

  • Candidates must meet one of the following criteria:
    • (a) Hold an analogous post on a regular basis in the parent cadre or department; or
    • (b) Have:
      • Two years of regular service in posts at Level 13 in the pay matrix (₹1,23,100 – ₹2,15,900) or equivalent; or
      • Six years of regular service in posts at Level 12 in the pay matrix (₹78,800 – ₹2,09,200) or equivalent.

3. Essential Qualifications and Experience:

  • Educational Qualification:
    • Doctorate Degree in Natural or Agricultural Sciences, or Master’s degree in Engineering, Technology, or Medicine from a recognized University or equivalent.
  • Experience:
    • Minimum of 12 years in research and development in industrial and academic institutions, or scientific activities and services, including:
      • At least 6 years in a managerial capacity in science and technology program planning and development.
  • Candidates should have at least one component of Natural Science, Mathematics, Information Technology, or Computer Science from science streams at graduate and subsequent levels.

4. Desirable Qualifications and Experience:

  • Knowledge of a modern European, German, Russian, or Japanese language in addition to English.
  • Post-doctorate research in Natural or Agricultural Sciences, or a doctorate degree in Engineering, Technology, or Medicine from a recognized University or research institute, evidenced by certification and publication in Science Citation Index (SCI) journals.
  • Extensive experience in interdisciplinary areas of Science and Technology, with an emphasis on copyrights, intellectual property rights, patents, and inventions.

5. Additional Information:

  • The period of deputation (including any previous service in another ex-cadre post) shall ordinarily not exceed four years.
  • The maximum age limit for appointment by deputation (including short-term contract) shall not exceed 56 years as of the closing date for receipt of applications.

Selection Process

1. Interview-Based Selection:

  • The selection will primarily be based on the interview performance of the candidates.

2. Eligibility Criteria:

  • The prescribed essential qualifications are minimum requirements, and possessing them does not guarantee an invitation to the interview.

3. Shortlisting Process:

  • If a large number of applications are received, the Department may shortlist candidates based on well-defined criteria.
  • Shortlisting criteria may include desirable qualifications, specific experience, or other relevant factors as per the Department’s requirements.

4. Communication:

  • No correspondence will be entertained with candidates who are not shortlisted for the interview or selected for the appointment.

How to Apply

The application process involves two stages:

1. Filling up the Online Application Form.

  • Eligibility: Eligible candidates must apply online through the recruitment portal using a valid email ID.
  • Application Period: The online portal will be available for 45 days from the date of advertisement in Employment News/Rozgar Samachar.
  • Document Upload: Applicants are required to upload relevant certificates/documents (educational qualifications, experience, date of birth, disability, community/caste, etc.) on the portal.
    • Note: Uploading illegible or incorrect certificates may lead to rejection.
  • Experience Certificates: Must clearly indicate:
    • Date of joining, date of relieving, post held, and pay level.
    • If the applicant has worked in the same organization at different posts/levels, the experience certificate should specify the duration for each post.
  • Original Documents: Candidates must furnish original documents to support claims made in their applications when required.
  • Foreign Degrees: Certificates from foreign universities/institutions must be certified by the Association of Indian Universities (AIU) or the respective professional councils.
  • Pay Scale Equivalence: Applicants currently employed in State Government/PSUs/Autonomous organizations must upload relevant gazette notifications/orders equating pay scales to the corresponding level of the 7th CPC in Central Government.

2. Submission of Hard Copy of Application by Registered or Speed Post.

  • Hard Copy Submission: After filling out the online application, candidates must take a printout of the computer-generated application and sign it.
    • Documents: No need to send enclosed documents with the hard copy.
  • Government Employees: Candidates working in Government Departments/Public Sector Undertakings/Autonomous Organizations must send the hard copy through proper channel, with a certificate signed by the competent authority.
  • Timeliness: Applications received after the last date will not be considered, even if the online application was submitted on time. Candidates should ensure their applications are received in their respective departments within the prescribed time.
  • Application Forwarding: Applications must include attested copies of ACRs/APARs for the last five years and be sent to:

    • Submission Deadline: Within 30 days from the last date of closure of the online portal (or 45 days for candidates in remote areas).
