Eligibility Criteria

1. Age Limit

  • Minimum Age: 21 years as of 30.10.2024.
  • Maximum Age: 60 years (date of superannuation as per date of birth).
  • Reference Date: 30.10.2024 is used for age calculation.
  • Date of Birth Proof: The date of birth entered in the High School Certificate or equivalent certificate issued by the concerned Board/Council will be accepted.

2. Educational Qualification

Candidates must meet the following educational qualifications:

  1. Ph.D. Degree:
    • A Ph.D. degree in a relevant field.
    • First class or equivalent at either Bachelor’s or Master’s level in the relevant branch.
  2. Experience:
    • Minimum of 10 years of experience in teaching/research/industry.
    • At least 3 years must be at a post equivalent to that of an Associate Professor (level-13A1, Entry pay-131400).
  3. Research Publications:
    • At least 6 research publications at the level of Associate Professor in SCI journals/UGC/AICTE approved list of journals and at least 2 successful Ph.D. candidates guided as Supervisor/Co-supervisor.
    • OR at least 10 research publications at the level of Associate Professor in SCI journals/UGC/AICTE approved list of journals.
  4. Research Score:
    • A total research score of 120 on or before the last date of application (as per Appendix-II, Table-2 of UGC Regulations, notification no. F.1-2/2017 (EC/PS) dated 18.07.2018).

3. Other Eligibility Conditions

  1. Citizenship: Must be a citizen of India.
  2. Marital Status: Candidates with more than one spouse living are not eligible unless exempted by the State Government.
  3. Debarment: Candidates debarred by the Odisha Public Service Commission or other State Public Service Commissions or U.P.S.C. are not eligible during the specified period.
  4. Government Servants: Temporary or permanent government servants can apply if they meet the qualifications and age limit, and must inform their Heads of Offices and provide a “No Objection Certificate” during document verification.
  5. Eligibility at Closing Date: Only those who meet the qualifications and eligibility conditions by the closing date of application submission will be considered.
  6. Medical Examination: Selected candidates must be examined by the Medical Board; those failing to satisfy the Medical Board will not be appointed.
  7. Name Change Documentation: Candidates who have changed their name after passing the High School Certificate Examination must provide a copy of the publication of the name change in the local Gazette.

Pay Scale

  • Entry Pay: ₹1,44,200/-
  • Level: 14 in the pay matrix
  • Allowances: Includes usual Dearness and other allowances as admissible by the Government from time to time.

Selection Process

  1. Shortlisting of Candidates:
    • The Commission will shortlist eligible candidates for the interview in the ratio of 1:4 based on their research score.
    • The research score will be calculated as per the criteria outlined in Appendix-II, Table-2 of UGC Regulations (notification no. F.1-2/2017 (EC/PS) dated 18/07/2018), which is appended as Annexure-A to this advertisement.
  2. Distribution of Marks:
  • Threshold Marks: Candidates must achieve a minimum of 50 marks out of 100 to qualify for further stages (Interview) of the selection process.

  1. Review Advertisement:
    • Candidates must carefully go through the details of the advertisement available on the OPSC website before filling up the online application form.
  2. Online Application:
    • Applications must be submitted online through the official OPSC website: http://opsc.gov.in.
    • Applications received through any other mode will not be accepted and will be summarily rejected.
  3. Instructions:
    • Prior to filling up the online application form, candidates should read the detailed instructions available on the OPSC portal.
    • The online application form is automated and will guide candidates through the submission process. Ensure accurate information is provided, as edit options are limited after submission.
  4. Upload Required Documents:
    • Candidates are required to upload the following scanned images in the online application form:
      • Latest passport size photograph
      • Full signature
      • Left-hand Thumb Impression (LTI)
    • All uploaded images must be clearly identifiable; otherwise, the application may be rejected.

    • Keep at least four copies of the latest passport size photograph used in the application for future reference.
  6. Unique Identification:
