Eligibility Criteria
a.) Educational:
- For Level-2 (Group ‘C’) Posts:
- Technician-III: Matriculation (10th Pass) or equivalent with ITI in relevant trade (Recognized by SCVT/NCVT).
- For other posts: 12th pass or equivalent with 50% marks in aggregate. (The 50% marks condition is relaxed for SC, ST, Ex-Servicemen, and candidates with higher qualifications.)
- For Level-1 (Erstwhile Group ‘D’) Posts:
- For Civil Engineering, Mechanical, Electrical, and Signal & Telecom departments: 10th pass plus National Apprenticeship Certificate (NAC) granted by NCVT or 10th pass plus ITI.
- For other departments: Matriculation (10th pass), ITI, or its equivalent, or NAC granted by NCVT.
b.) Scouting Qualifications:
- (a) President Scout/Guide/Rover/Ranger or Himalayan Wood Badge (HWB) holder in any section.
- (b) Active membership in a Scouts Organization for the last 5 years (must provide a Certificate of Activeness in the prescribed format available on NER’s website).
- (c) Attendance at two events at National Level or All India Railway’s Level and two events at State Level.
c.) Age Limit:
- For Level-2 (Group ‘C’) Posts: 18 to 30 years.
- For Level-1 (Erstwhile Group ‘D’) Posts: 18 to 33 years.
- Age reckoning date: 01-01-2025.
d.) Age Relaxation:
- SC/ST: 5 years.
- OBC (NCL): 3 years.
- Ex-Servicemen: Up to the extent of service rendered in Defence plus 3 years (if more than 6 months’ service after attestation).
- Jammu & Kashmir Domicile (01.01.1980 to 31.12.1989): 5 years.
- Persons with Disabilities (PwBD): 10 years (13 years for OBC (NCL), 15 years for SC/ST).
- Widows, Divorced Women, Women Judicially Separated (Not Remarried): 35 years for UR, 38 years for OBC (NCL), 40 years for SC/ST.
- Serving Railway Staff, Casual Labour, Substitutes (minimum 3 years’ service): 40 years (UR), 43 years (OBC (NCL)), 45 years (SC/ST).
- Quasi-Administrative Offices of the Railway: Age relaxation up to length of service, subject to a maximum of 5 years.

- For General and Other Categories:
- Examination Fee: Rs. 500/-
- Refund: Rs. 400/- will be refunded to those candidates who actually appear in the written examination.
- For SC/ST, Ex-Servicemen, PwBDs, Women, Minorities, and Economically Backward Classes:
- Examination Fee: Rs. 250/-
- Refund: Rs. 250/- will be refunded to those candidates who actually appear in the written examination.
Note: The examination fee must be deposited as per the instructions on the online application form. After payment, candidates should log in again to take a printout of the application form for future reference.
6. RRC NER Recruitment 2024 : Selection Process
Selection Process
The selection process for recruitment against the Scouts & Guides quota will include the following stages:
a.) Written Examination (Computer Based Test – CBT) – 60 Marks:
- Separate exams will be conducted for Level-2 (Group ‘C’) and Level-1 (Erstwhile Group ‘D’) posts.
- The test will consist of:
- 40 objective questions related to the Scouts and Guides organization, its activities, and General Knowledge (worth 40 marks).
- 1 essay-type question (worth 20 marks) on the same topics.
- The syllabus for the written examination includes:
- History of Scouting/Guiding
- Law and promise
- Organisation at District and State levels
- Knowledge of books like “Scouting for Boys/Guiding for Girls in India”
- Flag song, National Anthem, Social services, Proficiency Badges, Progressive Training of Scouts/Guides/Rovers/Rangers
- Community Development Programmes, Aims and Methods of Scouting, and more.
b.) Marks on Certificates – 40 Marks:
- Participation/Service rendered in National Events/National Jamboree:
- For first two certificates: No marks
- For one additional event: 7 marks
- For two or more additional events: 10 marks
- Participation/Service rendered in State Events/Rallies:
- For first two certificates: No marks
- For one additional event: 7 marks
- For two or more additional events: 10 marks
- Specialized Scouts/Guides Courses:
- For one course: 7 marks
- For two or more courses: 10 marks
- Participation in District Rallies:
- For one certificate: No marks
- For two certificates: 7 marks
- For three certificates: 10 marks
c.) Final Selection:
- The final empanelment of candidates will be based on the overall marks obtained in the written examination and marks awarded for certificates.
