1. Scouting Qualifications: Must be a President Scout/Guide/Rover/Range or hold a Himalayan Wood Badge (HWB) in any section.
2. Active Membership: Should have been an active member of the Scouts Organization for the past 5 years. Membership in more than one State Association simultaneously is not allowed. The “Certificate of Activeness” must follow the format in Annexure-A, including dated signatures and names of the Group Leader, District Organizing Commissioner (Scouts or Guides), and District Commissioner (Scouts or Guides). Incomplete certificates will be rejected.
3. Event Participation:
   • Must have attended two National Level or Indian Railways Level events.
   • Must have attended two State Level events.

Note: All conditions from points 1 to 3 are mandatory.

Examination Fees

1. For All Candidates Except Those in point 2:
   • Amount: Rs. 500 (Five Hundred Only)
   • Refund: Rs. 400 (Four Hundred) will be refunded to candidates who appear in the written examination.
2. For SC/ST Candidates, Women, Transgender, Ex-Servicemen, Minorities (Muslims/Christians/Sikhs/Buddhists/Zoroastrians (Parsis)), Persons with Disabilities, and Economically Backward Classes:
   • Amount: Rs. 250 (Two Hundred Fifty Only)
   • Refund: Refundable to those who appear in the written examination.
3. Separate Fee Payment:
   • Candidates applying for both Level-1 and Level-2 posts (7th CPC) must pay the fee separately for each level.

   • Follow the instructions provided during the online application process for fee payment.

The selection process for candidates applying under the Scouts & Guides Quota for Level-1 and Level-2 (7th CPC) posts will be based on the following criteria:

1. Medical Examination:
   • Candidates selected for the posts must pass the prescribed medical examination before appointment.
2. Written Examination Details:
   • Information regarding the list of eligible candidates for the written examination will be uploaded on the South East Central Railway website.
   • The date of the written examination will be announced later.
   • The written examination for both Level-1 and Level-2 (7th CPC) posts will be conducted by the HQ.
3. Typing Proficiency Requirement:
   • Candidates appointed under the Scouts & Guides Quota to Clerk positions must achieve typing proficiency within two years from the date of appointment.
   • The appointment will be provisional until the required typing qualification is obtained within the stipulated period.
4. Updates and Notifications:
   • The list of eligible candidates and other updates will be displayed on the South East Central Railway website (www.secr.indianrailways.gov.in).

How to Apply

1. Prepare Required Documents:
   • Scanned Photograph: JPEG format, 25 to 75 KB.
   • Scanned Signature.
   • Self-Attested Certificates: Proof of Date of Birth, Education, Caste (SC/ST/OBC), and Scouting Qualifications (Rastrapati Scout/Guide/Rover/Ranger or HWB/Scout/Guide/Rover/Ranger).
   • Certificate of Activeness: As per Annexure-A, signed by Group Leader, District Organizing Commissioner (S/G), and District Commissioner (S/G).
   • OBC Certificate: As per Annexure-B and OBC Declaration as per Annexure-C.
2. Visit the SECR Website:
   • Go to www.secr.indianrailways.gov.in.
3. Access the Recruitment Section:
   • Click on the “Recruitment” link.
   • Find and click on the “Notification for Scouts & Guides Quota-2024-25” link.
4. Register Online:
   • Click on “New Registration”.
   • Enter your personal information, email ID, and mobile number. (Ensure you use a personal email ID/mobile number as all recruitment-related information will be sent here.)
5. Receive Registration Details:
   • After submission, you will receive an email/SMS with a Registration Number and Password. Note these details.
6. Login and Complete Application:
   • Use the Registration Number and Password to log in.
   • Follow the instructions to complete the registration process.
   • Upload the scanned copies of the photograph, signature, and self-attested certificates.
7. Submit Application:
   • Submit your application and take two printouts of the completed form for your records.
8. Save Your Credentials:
   • Keep your Registration Number and Password safe for future reference, such as downloading call letters or during document verification.
9. Details for Document Verification:
   • Be prepared to provide details of National Events (maximum 4), State Events (maximum 4), Specialization Courses (maximum 2), and District Events (maximum 3). Ensure certificates are correctly documented with Certificate No., Date of Event, Place of Event, etc.

Only the certificates provided during the application will be verified. No additional certificates will be accepted during the verification process.
