Job Description & Responsibilities (Indicative)

Position: Associate Consultant (Amin)

  1. Plotting Maps: Accurately plot maps based on demarcation lines observed on the ground.
  2. Demarcation: Perform demarcations on the ground following the map’s guidelines.
  3. Area Measurement: Measure areas both on the ground and from maps to ensure accurate records.
  4. Record Keeping: Maintain detailed records of the vast lands owned by DVC (Damodar Valley Corporation), ensuring all data is up-to-date and accurate.
  5. Map Management: Ensure the safe keeping and proper handling of all maps related to DVC properties.

4. DVC Recruitment 2024 : Pay Scale

Remuneration

A. Where Pension is Applicable:

  • Monthly Payment: A fixed monthly amount will be provided, determined by deducting the basic pension from the last pay drawn at the time of retirement.
  • No Increment: There will be no annual increment or percentage increase during the contract period.
  • Dearness Allowance (DA): DA will not be applicable during the contract period.

B. In Cases Where Pension is Not Applicable:

  • Consolidated Monthly Remuneration:
    • The remuneration will be a consolidated amount, as detailed in Table-A, calculated on a per-day basis, assuming a 26-day work month.
    • Short-Term Assignments: For short-term assignments paid on a per-day basis, only the consolidated per-day rates mentioned will be payable. No additional benefits will be provided.
  • Combined Remuneration and Pension Cases:
    • If the candidate is receiving a pension, the total monthly consolidated remuneration combined with the pension should not exceed the last pay drawn, based on the current Dearness Allowance (DA) rates.
    • The level of engagement may be considered according to the highest level the retired employee served during their tenure or the maximum level advertised, whichever is lower.

5. DVC Recruitment 2024 : Terms And Conditions

Terms and Conditions for Engagement of Retired Employees on a Contractual Basis in DVC

1. Maximum Age:

  • The maximum age limit for engagement is 65 years.

2. Term of Appointment:

  • The initial term is up to one year, extendable for an additional year. Beyond two years post-superannuation, extensions may be considered based on performance and task review, not exceeding five years after superannuation.

3. Health:

  • Candidates must have sound health and will need to undergo a medical examination before joining.

4. VRS Optants:

  • Candidates who have opted for Voluntary Retirement Scheme (VRS) will not be considered.

5. Level of Engagement:

  • Engagement level will be based on the highest level served by the retired employee during their tenure or the maximum advertised level, whichever is lower.

6. Drawal of Pension:

  • Retired employees will continue to draw their pension and dearness relief. The engagement is not considered re-employment.

7. Annual Incentive Scheme (AIS):

  • Not applicable.

8. Night Duty Allowance:

  • Applicable according to the equivalent cadre in DVC.

9. Transport Allowance:

  • Fixed transport allowance for commuting, not exceeding the rate at the time of retirement. Either transportation facility or transport allowance will be provided.

10. TA/DA:

  • No TA/DA for joining the assignment. For job-related tours, TA/DA will be provided as per existing DVC employees’ entitlements. Foreign travel at DVC’s expense is not allowed.

11. Medical Facilities:

  • Rs 1250/- per month if not covered under PRMS. OPD facilities are available at DVC medical establishments, but no reimbursement for medical expenses.

12. Entitlements for Mobile/Computer or Laptop/Dongle/Broadband:

  • Reimbursement for mobile charges and data charges as per DVC rates.
  • Provision of computer/laptop with printer/scanner on a returnable basis.

13. Leave:

  • 8 days of Casual Leave and 10 days of Commuted Leave per year (with medical certificate). No leave encashment or carry forward.

14. Home Transit:

  • Not applicable.

15. Accommodation:

  • Accommodation may be provided, with deductions for license fee, electricity, and water charges. If not provided, HRA will be given based on self-certification, up to 15% of the consolidated monthly remuneration. The accommodation must be vacated at the end of the contract.

16. Working Hours:

  • As per DVC applicable rules.

17. Cooling-Off Period:

  • A 15-day gap between retirement and engagement is required.

18. Termination of Engagement:

  • The contract can be terminated with one month’s notice by either side. DVC may terminate the contract for unsatisfactory performance, dishonesty, or failure to meet targets.

19. Tax Deduction at Source (TDS):

  • TDS as per prevailing rules will be deducted from the monthly remuneration. A TDS certificate will be issued on demand.

20. Miscellaneous:

  • Leave Travel Assistance (LTA) and Provident Fund (PF) are not applicable.

21. Rights of DVC:

  • DVC reserves the right to cancel the recruitment notice/advertisement at any stage. It can accept or reject applications without providing reasons.

22. Confidentiality of Data and Documents:

  • Intellectual Property Rights of data and deliverables remain with DVC. Candidates must maintain the secrecy of documents and return all records before contract expiry and final payment.

23. Signing of Documents:

  • Retired employees will not handle departmental bills or supervise day-to-day work.

24. CVC Guidelines:

  • Engagement will follow CVC guidelines as issued.

25. Conflict of Interest:

  • Retired employees must avoid representing or advising others in matters adverse to DVC’s interests. They will not be entitled to benefits or future employment with DVC.

a) Eligibility:

  • Only Indian Nationals are eligible to apply.

b) Qualifications:

  • All qualifications should be from recognized and approved Universities/Institutions in India.

j) Legal Jurisdiction:

The Online Application facility will be available on the official DVC website DVC Recruitment Notices (Under Careers→ Recruitment→ Recruitment Notices) from 01/09/2024 until 23:59 hrs of 15/09/2024. No other means/mode of application shall be accepted.
